Manual GitHub access workflow

GitHub access remains completely manual.

After approving an application:

1. 01Copy the captured GitHub username from OGO Admin.
2. 02Open the private GitHub repository.
3. 03Open Settings -> Collaborators / Manage access.
4. 04Invite the username.
5. 05Choose Read, Triage, Write, or Maintain.
6. 06Return to OGO Admin.
7. 07Record the request as Invited.
8. 08After the person accepts, record it as Active.

Nothing is sent automatically. There is no GitHub token or GitHub API integration.

The Admin console records the role, state, optional GitHub reference, owner note, and access-review date. Revocation is also completed manually in GitHub before the owner records the request as revoked.
